NEW MADRID, Mo. (AP) — A Swiss-based company will open an aluminum smelter in the Missouri Bootheel region, creating up to 400 jobs in one of the state's most impoverished areas.

BATON ROUGE, La. (AP) — The president of a private Baptist college in Louisiana refused to approve a football coach's hiring because of what he called the applicant's "Jewish blood," a federal lawsuit claims.

SIKESTON, Mo. (AP) - A southeast Missouri police detective has been placed on administrative leave after a judge issued a scathing review of his handling of a 2000 homicide case and said a man serving a life sentence should be exonerated.

The Southeast Missourian reports that the city of Sikeston took the action against Detective John Blakely after Judge Darrell Missey found Friday that Blakely "is lacking in candor or competence, or both." Blakely has denied accusations against him in sworn testimony.

MALDEN, Mo. (AP) - A southeast Missouri animal rescue group has removed 72 dogs from a home in the town of Malden.

The Southeast Missourian reports that 34 dogs were removed Tuesday by the group Mac's Mission, days after around three dozen dogs were taken from the same alleged hoarder.

SCOTT CITY, Mo. (AP) - The former mayor of a southeast Missouri town who resigned after allegations he abused his position says he wants his job back.

Ron Cummins on Tuesday filed to run in April's election for Scott City mayor. He will have to defeat the current mayor, Norman Brant, who was named to replace Cummins when he resigned.

Brant also filed to run for mayor in April. They seek to finish a term that ends in April 2020.

High winds and dry conditions have prompted forecasters to again discourage Mid-South residents from outdoor burning.

The National Weather Service has issued a Red Flag Warning for much of the KASU listening area.  Areas under the warning include Northeast Arkansas including Craighead and Greene, all of West Tennessee, and Pemiscott and Dunklin Counties in Missouri.

A wind advisory is also in effect for the area.  Forecasters say wind gusts could get as high as 40 mph.

At least two grass fires have been reported today by Jonesboro E911.

JEFFERSON CITY, Mo. (AP) - Republican House Majority Leader Mike Cierpiot has been elected to the Missouri Senate.

Cierpiot (SEER'-poy) won a special election Tuesday to fill former Sen. Will Kraus' vacant seat. The Lee's Summit Republican resigned in July after the governor appointed him to the State Tax Commission.

Arkansas legislators on Friday allowed a prohibition on the sale and use of dicamba to take effect. The Executive Subcommittee of the Arkansas Legislative Council took no action on the proposed 120-day ban, a decision that upholds a ruling made last month by the Arkansas Plant Board. The ban will officially go into effect Tuesday at 12:01am unless members of the council move to reverse it.

JEFFERSON CITY, Mo. (AP) — Missouri's recent special legislative session cost taxpayers more than $66,000.

Gov. Eric Greitens called lawmakers into special session to authorize discounted electricity rates for a steel-works facility and aluminum smelter that are considering opening near the southeastern Missouri town of New Madrid.

Lawmakers passed the legislation in one week, and tried to hold down costs by coming to the Capitol in Jefferson City only on the days when votes were scheduled.
