Despite a government shutdown, Arkansas' online health insurance exchange is now open for uninsured Arkansans to sign up for health insurance. State officials expect at least 500,000 Arkansans to sign up for health insurance during the open enrollment period, which is now underway. The open enrollment runs through March 31st.
